Fore worked with Network Rail’s Eastern Region to develop a Strategic Development Programme for long term enhancements and major renewals to 2050. This programme does not specify a precise set of outputs or identify in detail the interventions necessary to deliver specific individual projects, but provides a high level long term view of the network enhancements required to meet a range of strategic policy objectives. It is intended to assist Network Rail to engage with key partners/ stakeholders about the future development of the network in support of their spatial and economic plans, help to inform Government on railway investment and identify potential opportunities for third party funding.
Part of the work involved the development of a multi-criteria appraisal framework to assess the enhancement projects and programmes in the Eastern Region for a range of different objectives, and to support the development of business plans and funding bids. The appraisal of enhancement projects and programmes was a point in time assessment using the best available information and professional judgement. The appraisals were then brought together to create a holistic and coordinated portfolio for each Route and the region as a whole.
