Outline planning application for comprehensive redevelopment of the remainder of the Wellington Place development, in the west end of Leeds city centre.

The application sought to update the existing outline consent for the development granted in March 2008, to take account of constraints identified in implementing the existing consent to date.

Fore’s Role

Fore prepared a Transport Assessment and Travel Plan for submission with the planning application to Leeds City Council.

This included a detailed assessment of accessibility to the site by all modes of transport, demonstrating that access to the site can be achieved via a wide range of sustainable modes including walking, cycling, and public transport.

The impact of the development on the local and strategic highway networks in the vicinity of the site was also assessed in detail. This confirmed that the changes in traffic flows associated with the development can be accommodated safely and efficiently.

In addition, Fore coordinate travel planning across the existing Wellington Place site. For the planning application, an updated Travel Plan was prepared and agreed with Leeds City Council, building on the existing package of measures to minimise reliance on car use to travel to the development.

Fore’s Value and Learning Points

Outline planning consent for the development was granted in November 2019.

Fore added value through negotiating planning conditions and obligations related to the existing consent to appropriately reflect the existing baseline situation, as demonstrated through the updated technical assessment work.

Fore continue to be involved in implementing travel planning at the site.
